Licensing - Application

An application for a license under the California Finance Lenders Law for residential mortgage providers (mortgage lenders, brokers, mortgage lenders and brokers) should be filed through the Nationwide Mortgage Licensing System (NMLS).

All other finance lenders should continue to file paper applications as directed.

  • Notice of Default Statement

    Civil Code Section 2923.3(c)(1) requires a mortgagee, trustee, beneficiary, or authorized agent to include the following statement in English, Korean, Chinese, Spanish, Tagalog, and Vietnamese, at the top of a copy of a recorded Notice of Default provided to a mortgagor or trustor.  This requirement becomes operative April 1, 2013.     Summary of Notice of Default

Reports/Notice Requirements

CFLL Annual Report for Calendar Year 2015

The Annual Report Form for Licensees Engaged in Business under the California Finance Lenders Law (CFLL) for Year Ended December 31, 2015, is now available. The annual report no longer will be available in paper form or an Excel file. For the 2015 filing, the report must be completed online on the DBO’s website at https://docqnet.dbo.ca.gov/. Licensees must log in to the self-service portal in order to complete the report.  The 2015 Annual Report must be filed with the DBO by March 15, 2016.  Access instructions for completing the report here

 

Residential Mortgage Loan Report (Holden Act Report) for Calendar Year 2015 – Due March 31, 2016

Specified DBO-licensed lenders must file their 2015 Residential Mortgage Loan Report no later than Mar. 31.  The report is mandated by the state’s Housing Financial Discrimination Act of 1977, known as the Holden Act.
